The Philippine Institute for Development Studies, in partnership with the Congressional Policy and Budget Research Department of the House of Representatives (HoR), organized a knowledge sharing forum on the “Assessment of the Rice Tariffication Law and Free Irrigation Service Act” on November 27, 2019 at the HoR.
Presenting two papers related to the topic, PIDS Senior Research Fellow Roehlano Briones discussed the immediate consequences of the implementation of the Rice Tariffication Law and showed the outcome of the simulation analysis conducted to measure the long-term impact of rice liberalization on both producers and consumers. He also provided an initial assessment of the effects of the Free Irrigation Service Act to poor farmers and talked about the operational issues of the law. He, then, provided policy recommendations to address the issues.
For the discussants, Usec Ariel Cayanan of the Department of Agriculture and Mr. Raul Banzuela of PAKISAMA also shared their insights on the two topics.
