The Philippines has used the Build-operate-transfer (BOT) Law as amended to motivate private sector provision of infrastructure. After a brief period of success in using the BOT approach to provide infrastructure, the country faces a loss of interest and retreat by private investors in this mode of infrastructure provision. Using the project cycle as a frame and citing the experience with some BOT projects in the country, the paper discusses various issues that policymakers and stakeholders have to address in order to improve BOT implementation in the country. It provides some recommendations at the policy, legal, and institutional levels that may help in renewing interest in this approach to infrastructure development.
