This webinar will feature the PIDS studies “Philippine Local Government Public Expenditure Review: A Survey of National Government Local Government Support Programs” and “The Philippine Local Government Water Sector”.

In the first study, PIDS Research Fellow Justine Sicat, and PIDS Research Analysts Angel Castillo and Ricxie Maddawin examined national government programs (e.g. Department of Public Work and Highway’s Local Infrastructure Program, Department of Agriculture’s Farm to Market Road programs, Department of the Interior and Local Government’s Financial Subsidy to Local Government Units, etc.) that were provided to local governments to help them deliver devolved basic infrastructure services in the past decade. They conducted a public expenditure review of these programs and assessed their impacts in the grassroots.

In the second study, Sicat, Castillo, Maddawin, and their coauthor, University of the Philippines Assistant Professor Lawrence Velasco, looked into the current structure of water service delivery at the local level, as well as the mandate of local governments in the provision of water supply, including the role of national government and the private sector in this service delivery area. They also identified overlaps/gaps in the mandates of regulatory agencies/bodies (e.g., National Water Regulatory Board, Local Water Utilities Administration, and local legislative councils), and their implications to water service delivery, and provided criteria/guidelines to streamline processes in establishing water systems including those of oversight bodies, national government agencies, and across local governments.
