A PIDS study found that there are significant inequalities in opportunities in accessing basic services such as education and access to safe water and electricity within and among ethnic groups in the Philippines. The study recommends strengthening the Modified Conditional Cash Transfer Program to address the low access to secondary education and health care among vulnerable Filipinos such as itinerant indigenous families and those that are displaced by natural and man-made disasters.
