Hello PIDS friends! Here's our #PIDSFactFriday for the week on mutual recognition arrangements.

A PIDS study that assessed the contribution of mutual recognition arrangements (MRAs) in enhancing the quality of professional services found that MRAs have compelled ASEAN member-states, particularly labor-sending countries like the Philippines, to upgrade their educational systems, training, accreditation, certification, licensing, and professional regulatory frameworks to enforce higher standards in the conduct of professional service. Filipino professionals were found to be already comparable with most of the requirements of the different MRAs. Recognizing an MRA, however, still depends on the domestic regulations of the host economy. Hence, there is still a need to reform domestic regulations to liberalize highly restrictive professions.
