A PIDS study that analyzed the benefits of parcelization of collective certificates of land ownership award (CCLOAs) found that households holding individual CLOAs are better off in terms of annual revenue, yield, and household income than those under CCLOAs. Based on the literature and the experiences of agrarian reform beneficiaries under CCLOAs who were part of the study, it is essential to pursue parcelization to incentivize farmers to invest more in their land, enable them to access formal credit, encourage the planting of perennial crops, and allow them to sell the land to younger and more skillful farmers or to transfer the land to their heirs without restrictions.
