Hello, PIDS friends! Here's our #PIDSFactFriday for the week on the Performance-Based Bonus (PBB) scheme.

A PIDS study that looked at how the government’s Performance-Base Bonus (PBB) scheme was implemented by national government agencies, state universities and colleges, and the Department of Education revealed that compliance varied. There were also instances of different coping strategies used just to qualify for the PBB. Respondents also expressed concerns about the increasing number of PBB requirements over time and noted some unintended consequences of the scheme, such as jealousy among employees, perception of arbitrary ratings, increased tendency to render overtime, and unnecessary competition among staff. The study suggested instituting changes in the PBB requirements less frequently and the sufficient cascading of the PBB’s significance as a reform measure. It also emphasized the importance of harmonizing each agency’s roadmap with the PBB targets.
