A PIDS study underscored that while the government has intensified its lending programs to help smallholder farmers and fisherfolk (SFF), significant problems have remained, such as the lack of markets and low prices. These have affected their repayment capacity and credit rating. The study recommended viewing agricultural finance and production in the bigger context of agricultural value chain financing. This implies that credit programs have to be strategic and targeted and should be designed to provide not only access to finance but also opportunities to access training, technology, agro-input suppliers, buyers, and other support services that SFF and other participants along the value chain need.
