A PIDS study found that although the National Capital Region has the biggest funding allocation for disaster risk reduction and management (DRRM), its utilization rate is low. In contrast, the Autonomous Region in Muslim Mindanao and Regions 9 (Zamboanga Peninsula) and 3 (Central Luzon), which have lower allocations, have the highest utilization rates. This is evidence, the study noted, that despite having fewer resources than the well-endowed regions, the disadvantaged regions make more optimum use of their DRRM funds.
