The Philippines is at a critical juncture in its development journey, guided by the long-term vision articulated in AmBisyon Natin 2040. This vision aspires to build a prosperous, predominantly middle-class society where every Filipino enjoys a comfortable life free from poverty. However, the ability of the middle class to thrive is increasingly shaped by global megatrends such as digitalization, climate transition, and innovation-driven economic shifts. These forces present new opportunities for wealth creation, employment, and social mobility, but they also pose challenges that could widen inequality, disrupt labor markets, and strain public services. The Philippines’ capacity to navigate these disruptions and harness their potential will determine whether the middle class can continue to expand and thrive.

In response to these pressing issues, the Philippine Institute for Development Studies organized the 2024 Annual Public Policy Conference (APPC) to explore how the country can leverage global megatrends to foster societal well-being and inclusive growth. The conference focused on key questions: How can the Philippines best harness global disruptions to benefit the middle class? What adaptive policies and governance strategies are needed to ensure that no one is left behind?

This publication compiles insights from the APPC 2024 and offers recommendations for areas requiring immediate attention, such as natural resource management and climate justice; sectoral shifts in manufacturing, agriculture, and trade; workforce development and protection; and the use of data and innovation in public systems. It aims to serve as a practical resource for both the public and policymakers in making informed decisions to build a resilient, empowered, and future-ready middle class.
