Understanding women’s situation in grassroots organization may aid the evaluation of the women’s general developmental role. This study explores that issue from the viewpoint of a self-reliant model focusing on the low-income women who join community organization. Utilizing information from three data sources, three indicators are recommended as indices for perceived organizational effectiveness: the degree to which people’s needs are brought to the authorities’ attention, the degree of people’s involvement in planning organizational projects and the activities that the organization can do to deal with local problems. However, alteration of final indicators is recommended should a need for clearer operation exist.
