This study will examine the current state of HRH compensation and benefits schemes and whether proposed policy actions (e.g., salary standardization and full implementation of the Magna Carta) are beneficial and will not result in unintended consequences. In addition, the study will determine the inefficiencies (e.g., low absorptive capacity) and inequities in HFEP, which is identified as the primary program to address maldistribution and scarcity of health facilities in the country.
